There are 13 million Chinese citizens officially designated “discredited individuals” on the public database maintained by China’s Supreme Court, a part of China’s developing social credit system, said the South China Morning Post.
The list of “discredited individuals” was introduced in 2013, months before the State Council unveiled a plan to build a social credit system in China by 2020. The list follows the plan’s goal of influencing people into behaving by penalizing bad behavior.
Discredited individuals have been barred from taking a total of 17.5 million flights and 5.5 million high-speed train trips as of the end of 2018, according to the latest annual report by the National Public Credit Information Centre.
The discredited individuals, earning this label mostly for failure to pay debts, face the consequences of not being able to rent in their names, restricted travel and telecommunication companies applying a special ringtone to their phone numbers to warn others.
