Beijing asserted its total political control over Hong Kong in a white paper issued by the State Council on Tuesday, South China Morning Post reported. The paper, released in seven languages through Xinhua, said the central government holds “comprehensive jurisdiction” over Hong Kong and is the source of its autonomy. It stressed that any leader chosen by the city through universal suffrage in the future had to be loyal to China. The document came 10 days before Occupy Central activists calling for greater democracy hold an unofficial referendum on options for the 2017 election of the chief executive.
