The agreement is aimed at increasing tourism and achieving the target number of bilateral people exchanges between China and Japan, set in November, to 5 million in 2007.
State Councillor Tang Jiaxuan said the two countries ‘have already broken the five-year political stalemate and bought bilateral ties to the normal stage of development.’
China’s visitors to Japan increased this year to 850,000.
