As 80 million pieces of Chinese garments that exceeded the limits of the June textile quota agreement piled up in European ports, talks between China and the EU came to an impasse after EU negotiators tried to get Beijing to modify an agreement made in June, the Wall Street Journal reported. As a condition for releasing the held-up Chinese garments, the EU wants China to agree to use up part of its 2006 quota allowance, which the Chinese won't agree to. European trade chief Peter Mandelson said he would release the Chinese textiles at EU ports, but declined to give details. Meanwhile, China and the US will resume their textile negotiations.
