The National Development and Reform Commission, China's chief planning agency, has outlined plans to grow a domestic venture capital industry with a focus on start-up technology, reported the Financial Times. The move is seen as reducing opportunities of foreign private equity, already faced with state-imposed obstacles blocking exit strategies in 2005. The plan, to start March 2006, hopes to meet problems of smaller firms who cannot raise bank loans.
