China released its white paper on the national employment situation, which sets a goal of creating 14 million new jobs in 2004, nearly four times the number of the target in 2004. The report, �China's Employment Situation and Policies�, said that laid-off workers from state owned enterprises would fill positions in the expanding private sector. The report also noted that young people constitute a significant portion of unemployed urban residents, with 70% of urban unemployed being under the age of 35.
