Exports of sensitive goods and technology were put under stricter administration after the circulation of the Tentative Administrative Provisions on Export License of Sensitive Goods and Technology. Sensitive goods and technology were defined as those that can be used for the production of weapons of mass destruction and the related carrying systems. These include nuclear technology, dual-purpose nuclear goods, missiles, dualpurpose biological goods, certain chemical goods and all related equipment and technology. Exporters of sensitive goods and technology to any country or region in any form are required to obtain a license from the Ministry of Commerce.
