Foreign investment in China declined 3.2% to US$28.56bn in the first half of 2005, a sign that capital inflows are leveling off after years of steady growth and that the government's measures to cool the economy are having their effect, the Wall Street Journal reported. China's venture capital inflows are also easing, declining about 14% in the first half of this year from a year ago.
