Foreign enterprises are permitted to establish human resources intermediary agencies in the form of equity joint ventures with a Chinese partner from November 1, 2003, according to the newly issued Tentative Provisions on Administration on Sino-Foreign Equity Joint Venture Intermediary Agencies. The minimum registered capital of the agency is US$300,000 and the Chinese partner(s) should hold no less than 51 percent. The agency is allowed to engage in human resources-related information services, enrollment and training of Chinese employees and expatriates.
