Heilongjiang province, the large agricultural area in northeast China, has a great vision for the 12th Five-Year Plan period (2011-2015).
So far it all seems to be working, and working very well. For not only has the economy been strengthened in the past five-year plan period, but the infrastructure which supports that economy has been improved.
Heilongjiang is basically agricultural being rich in black soil. Its organic content is about nine times that of the yellow soil in other parts of the country.
There are about 11.7 million hectares of arable land, which works out at 0.6 hectares per capita for rural people. That puts Heilongjiang in first place in China.
People’s Daily Online reports that by 2009, the rural per capita net income in Heilongjiang was RMB5,207 (US$781) or RMB53.60 higher than the national rural average.
