Hong Kong's Trade Development Council advised Hong Kong's apparel and textile producers to establish operations outside China to escape likely retaliatory actions by the US against Chinese textiles and garments. The EU has already imposed emergency safeguard measures, while the US is also expected to take action, as businesses petition for quotas. Hong Kong businesses are urged to provide adequate information to the US to qualify for separate and lower anti-dumping rates, even as Washington earlier amended its anti-dumping laws on non-market economies such as China, making it tougher for Hong Kong and mainland firms to qualify for lower tariff rates in the event of anti-dumping measures.
