A government inspection team has found that many measures to curb pollution ahead of the upcoming Asia-Pacific Economic Cooperation summit have not been implemented, Reuters reported. High-polluting firms within the 124 mile radius of Beijing were ordered to reduce their emissions by at least 30% over the period from November 1 to 12, with many of them ordered to shut down completely. But upon recent inspections, several regions were identified as having failed to incorporate these measures. Beijing has promised to step up its monitoring capabilities, as local governments tend to be reluctant to take any action that slows growth.
