Japan announced it is considering raising a formal complaint at the WTO against China's semiconductor tax rebates. Japan said it plans to lodge the complaint if China doesnt allow it to participate in trade talks concurrently with the US. The US made a WTO complaint against China in March, claiming China unfairly favors mainland-based chip manufacturers by giving them tax rebates not offered to overseas manufacturers. According to WTO rules, China has the power to keep Japan out of consultation-phase talks. If initial talks do not succeed, China could not bar Japan from participating in a full WTO resolution panel.
