A three-day Communist Party meeting in Shanghai ended yesterday without the appointment of a new party secretary, the South China Morning Post reported. Mayor Han Zheng, who was named acting party secretary in September after his predecessor, Chen Liangyu , was sacked for alleged corruption over Shanghai's multibillion-yuan pension fund scandal, will retain his post as acting secretary. The Shanghai Communist Party Committee also adopted a document pledging allegiance to Beijing's plan for the city set out by President Hu Jintao during a visit in March. The document said that rather than focusing on economic growth rates, the city should pay attention to making its economy more efficient, and assessing the social and environmental impact of development.
