The west-east pipeline project led by PetroChina will charge users different gas prices, according to a source quoted by South China Morning Post. Although the company has not yet revealed its pricing structure, major potential users such as Huaneng Power International have complained that Beijing's indicative average sales price of Yn1.29 a cubic metre is much too high for the plants they plan to build. US investment bank Goldman Sachs has suggested that a price range of Yn0.9-1.0 per cubic metre would be a more acceptable level for gasfired power stations.
Individual household users are expected to be able to bear a higher price for gas, especially those living in newly built housing projects where there is no conversion from other energy sources.
