China is failing to effectively implement controls on the export of sensitive technology related to weapons of mass destruction, calling into question its commitment to non-proliferation, according to a new study by US research group the RAND Corp. The study observed that Beijing's response to the spread of nuclear and other weapons of mass destruction has evolved to include legally based export controls and an interagency vetting system for sensitive exports. But it criticizes the government for not investing sufficient political will and financial resources on control measures.
