Shanghai to ban empty taxis

Shanghai authorities are planning drastic measures to control the city's worsening congestion, including taking empty taxis off the streets and banning the practice of waving down cabs, state media reported. The new measures will mean empty taxis will no longer cruise the streets looking for business, but will have to wait at one of 360 designated taxi stations. Members of the public will then have to hail a cab, either at one of some 10,000 taxi calling points or by dialing a hotline. Each taxi will be equipped with GPS satellite location technology as part of the new system. The new measures will begin to be implemented before the end of this year, reports said, incorporating all of Shanghai's 45,000 taxis by 2007. Officials said the new system would alleviate congestion and pollution as well as reducing the likelihood of accidents caused by tired drivers.
