Taiwan Semiconductor Manufacturing has begun construction of a US$1bn chip plant in China before getting permission from its own government, the Financial Times said. The company signed a memorandum of understanding with Songjiang Industrial Park near Shanghai and officials began construction of the plant in August.
An official at the Taiwan investment commission confirmed that the company was not violating the law, provided no money was paid before the Taiwanese authorities approved the investment.
