Among the anticipated leadership changes are Zhang Ping to head the National Development and Reform Commission, Cai Wu, formerly director of the State Council Information Office, as minister of culture, Li Yizhong as the new head of the Ministry of Industry and Information, and former Vice Minister of Construction Jiang Wenxin as the head of the Ministry of Housing and Urban Township Construction.
