Control of 93
airports has been transferred to their respective local governments via the abolition of 23
regional aviation bureaus on September 15.
This move will facilitate
acquisition of minority stakes in airport facilities by foreign companies. Domestic private
firms will be able to buy 100% stakes in small airports.
The move by the
State Council to abolish the regional aviation bureaus is a result of the financial problems
that plague the airports, the majority of whom are in debt and losing substantial amounts of
money.
