UN Secretary-General Kofi Annan will discuss a plan to reform the UN Security Council during a visit to China from December 4 to 7, a Chinese Foreign Ministry spokesman Liu Jianchao told a news conference Tuesday, avoiding questions whether China and Japan would hold talks on the issue. Liu instead pressed the case for wider developing world participation, particularly from Africa. In August, China threatened to veto a reform plan from Japan, India, Germany and Brazil to add 10 seats to the Security Council if the measure went to a vote.
