A Hong Kong delegation submitted a report to the National People's Congress Standing Committee regarding the territory's �constitutional development�, according to mainland media reports. The delegation, a specially appointed task force of the Hong Kong Special Administrative Region government, submitted the report in advance of the upcoming interpretation of Hong Kong's constitution, the Basic Law. The interpretation will be made by the National People's Congress, China's top legislative organ. The aim of the interpretation, according to the reports, is to end �confusions and differences� in the recent discussions of the Basic Law in Hong Kong and on the mainland.
