Beijing quiet on new openness rules

China's State Council approved in principle draft regulations on government information openness but officials declined to offer details of the new rules, the Financial Times reported. "There is a need for specialised regulation … to further promote and standardise work on information openness throughout the nation's government," said a brief announcement of the approval of the draft rules. According to the newspaper, Beijing equates transparency to effective dissemination of information. Although top Beijing leaders have called for greater openness as a core part of ongoing reforms but there is little chance of the public gaining access to information the government prefers to keep private.
