China will spend US$13 billion on 180 projects in Tibet over the next four years, Reuters reported, citing state media. The projects include an airport in Ngari, which, at 4,334 meters above sea level, will be the world's highest airport. There are also plans to extend telecom, electricity and drinking water supply grids and build a railway from the regional capital, Lhasa, to the second-largest city, Xigaze. Hao Peng, vice-chairman of the regional government, said the investments would focus on ensuring "farmers and herders and the grassroots population will fully enjoy the fruits of reform and development". Beijing spent about US$8.15 billion on infrastructure projects in Tibet between 1994 and 2005, although critics say the investment drive is threatening the region's environment and traditions.
