Plans by Infosys, India's number two software service exporter, to set up a centre in Shanghai have been delayed by red tape, Reuters reported. Although the plan had been agreed in principle when Premier Zhu Rongji visited India in January 2002, Narayana Murthy, chairman of Infosys, said that bureaucratic delays had held up progress on the project. However, the company has set up a representative office in the city and now expects to get permission to proceed with the centre within a few months.
