China adds high-end lithium batteries to export controls

China announced new export controls on high-performance lithium-ion batteries and related materials on Thursday, a move that could reshape global supply chains for electric vehicles and advanced energy storage, reports Caixin. The decision broadens Beijing’s existing restrictions on cutting-edge battery technology and underscores its determination to treat strategic industries as matters of national security.

The new rules, issued jointly by the Ministry of Commerce and the General Administration of Customs, cover specific types lithium-ion batteries, cathode and anode materials, and related manufacturing equipment. Exporters of these items will now be required to obtain government licenses before shipment. The measures will take effect on Nov. 8, the agencies said.

Officials described the listed items as “dual-use goods” with both civilian and military applications. They said the measures are consistent with international practice and are intended to safeguard China’s national interests while ensuring compliance with global non-proliferation norms. The government emphasized that the rules are not targeted at any particular country, adding that legitimate and compliant trade applications will be approved after review.
