China sacked or transferred more than 40,000 unqualified police officers in the second half of 2003 in order to "address public grievances" with police conduct.
While the ministry believed the crackdown would help improve the quality of police officers, local authorities complained that the move left them dangerously understaffed.
Developed countries on average have 35 police for every 10,000 people but in China the figure is 11 for every 10,000.
