Chinese negotiators sought to delete provisions that would allow other countries and non-governmental organizations to submit questions about its plans to reduce carbon emissions, South China Morning Post reported, citing environmental groups that are official observers at an ongoing climate conference in Lima, Peru. The pledges are to be included in a global deal to be sealed next year and which starts in 2020. “The spirit of constructive cooperation of the US-China agreement seems to have come to a full stop,” Liz Gallagher, senior advisor to the policy analyst group E3G, said on Saturday in an interview in Lima.
