China faces rail funding gap

China is facing a US$240bn shortfall in its rail construction budget, prompting a search for private and foreign funds for the government-monopolized transport sector, state media reported. Among the options under consideration is the restructuring of well-operated railway operators with an eye towards listing them on the stock market and the implementation of tax policies favorable to the industry.
