China military announces new management system

The Central Military Commission released a statement yesterday announcing a new “results-based management system” that plans to hold individuals and military units accountable for inefficiencies, South China Morning Post reported, citing state media. The decision comes after a March announcement that the PLA planned to spend RMB800 billion, Xinhua reported, up 12.2% from last year. The plan will be tested this year, covering five spending areas ranging from training simulators to military hospitals, with the aim of being implemented universally in 2020. Military analysts said the new system was designed to eradicate waste, fraud, abuse and other misuse of the military budget.
