China opens Hainan to foreign airlines

China granted foreign airlines access to second-tier Chinese cities provided they first make a stop in Hainan province. Regulations previously limited foreign carriers to Bejiing, Shanghai and Guangzhou. International carriers are required to formally apply for air traffic rights in other cities. International airlines have been allowed to fly through Hainan en route to foreign countries since July last year, but none have applied to do so.
