China spying on its own joint maritime exercises

An elite Chinese surveillance ship is operating just outside of US territory near the US-led Rim of the Pacific maritime exercises in which China is participating, The Wall Street Journal reported, citing US Pacific Fleet spokesman Capt. Darryn James. China is participating in the exercises for the first time this year, although it has sent ships to survey the exercises before, in 2012. Beijing has long argued, in opposition to international norms, that it has the authority to prevent surveillance activities outside its territorial waters but within its claimed Exclusive Economic Zone, but this move seems to undermine that claim.
