China to cap coal output in 12th Five-Year Plan

Annual coal output will be limited to 3.6-3.8 billion metric tons under China’s 12th Five-Year Plan compared with 3.2 billion metric tons in 2009, the South China Morning Post reported, citing state media. He Youguo, director of the China Coal Industry Development Research Center, said the plan is for large coal miners to account for two-thirds – or 2.5 billion metric tons – of total output. Mid-size miners with a capacity above the 300,000 metric-ton threshold would produce an annual total of 800 million metric tons, while those below the threshold would be limited to 500 million metric tons. China wants to consolidate the sector, creating 8-10 large miners with a capacity of 100 million metric tons each and another 8-10 with a capacity of about 50 million metric tons each. China’s installed power-generating capacity is expected to top 1.4 billion kilowatts by 2015 compared with a forecast of 960 million kW for this year.
