The Business Software Alliance, an anti-piracy watchdog founded by Microsoft, Oracle and other software companies, identified China and Vietnam as topping the world for pirated software. In China, 2003 dollar losses were US$3.8 billion, markedly up from 2002's US$2.4 billion. Japan was cited as one of the countries with the least piracy. Taiwan and South Korea were singled out for aggressively enforcing anti-piracy laws.
