China's UN Ambassador Wang Guangya said the US and China are partnering to block a so-called Group of Four plan to expand the powerful UN Security Council, as both countries believed the G4 proposal by Brazil, Germany, India and Japan would divide the UN's 191 member states. Wang said China and the US want to expand the Security Council with a non-divisive approach. The G4 countries have introduced a resolution calling for a 25-member council that would add six permanent seats without a veto, of which two would be designated for African countries, plus four nonpermanent seats. The council now has 15 members, including five permanent members with veto power – Britain, China, France, Russia and the US.
