China's top nuclear envoy is visiting North Korea to inspect the dismantling process of the country's nuclear power and weapons programs, AFP reported, citing Chinese state media. In addition to already visiting the Yongbyon atomic power plant, Vice Foreign Minister Wu Dawei has also met with North Korean Foreign Minister Pak Ui-Chun to hold discussions. The six-party talks on North Korea's nuclear program, which include China and the US, included an agreement that Pyongyang would disable its plutonium-producing plants and declare all nuclear programs and facilities by December 31. Pyongyang has never admitted having a highly enriched uranium program, although the US has accused it of developing one in 2002.
