Construction bills left unpaid

The government had left unpaid nearly RMB 90 billion for government-funded construction projects by the end of 2002, according to a National People's Congress report. Investors in construction projects across the country owed a total of RMB 336.5 billion to construction companies by 2002, 26.7 percent of which were government-funded, the report said.
