Construction bills

The Chinese government had left unpaid nearly RMB 90 billion for
government-funded construction projects by 2002, according to a National People's
Congress report.

Investors in construction projects across the country owed a total of
RMB 336.5 billion to construction companies by 2002, 26.7 percent of which were
government-funded, the report said.

Meanwhile, many construction companies also
failed to pay their employees, most of whom are migrant workers from rural areas.
