Defining the current account

Convertibility has led to increased scrutiny by the exchange authorities ‘to make sure that transactions which should be under the non-convertible capital account are not dis guised under the current account.

Current account input definition includes
Foreign exchange derived from:
* Exports and entrepot trade
* Transfer of land use rights
* Provision of transport services
* Posts and telecoms services
* Advertising
* Consulting services
* Exhibitions overseas
* Consignment sales
* Maintenance and repair services
* Transfer of land use rights
* Transfer of copyrights, trademarks, patents and goodwill
* Real estate rentals
* Premiums earned by insurance companies
* Earnings of financial institutions.

Current account payments definition includes
Foreign exchange required for:
* Imports
* Transportation and insurance payments for imports and exports
* Remittance of after-tax profits and dividends of foreign partners in joint ventures
* Overseas dividends remitted by domestic enterprises
* Remittance of expatriate salaries overseas
* Licensing and transfer of patent rights, trademarks, copyrights, computer software
* Transport services
* Foreign posts and telecommunications services.

Payments out of current accounts requiring prior SAFE verification
Foreign exchange required for:
* Advance payments on imports exceedingUS$100,000 and 15 per cent of total contractual value
* Commissions on trade exceeding five per cent of total contractual value if commission is `explicit' and two per cent if commission is 'implicit'
* Advance payments under entrepot trade
* Interest payments for external debts
* Cash withdrawals in excess of US$10,000
* Holding of exhibitions overseas
* Attending overseas training courses
* Establishment and running costs of representative office outside China
* Registration of intellectual property rights outside China
* Paymept of legal and consulting services
* Expenses for business trips outside China.

Foreign Exchange capital account proceeds
* Foreign exchange remitted to China by overseas legal persons as direct investment
* Increases in registered capital through reinvestment or capital injection ? Proceeds from overseas loans
* Proceeds from issue of bonds or shares denominated in foreign currency
* Proceeds from sale of property by entities within China to people abroad (in excess of current account ceilings).

Foreign exchange capital account payments
* Repayment of foreign exchange loan principals
* Payments for external forex guarantees
* Investment overseas
* Remittance of capital funds by FFEs after liquidation
* Transfer of holding company funds into joint ventures
* Transfer of capital funds by Chinese residents
* Loans issued overseas.
