New regulations issued by the Ministry of Construction allow foreign companies to invest in urban planning service enterprises in China and such enterprises will be allowed to take part in urban planning. However, the regulations forbid the commissioning of overall urban planning to foreign-invested enterprises.
To qualify, the foreign investor must be engaged in urban planning services in the country of origin and the enterprise must meet specified standards concerning numbers and types of professional staff.
