The China Daily reported that the State Environmental Protection Administration (SEPA) was considering emission controls as a way of reining in China's overheating steel, aluminum and cement sectors.
SEPA official Zhang Lijun said emission controls were part of what the State Council was planning to implement to slow down growth in the sectors, which are suffering from overcapacity and falling prices. "We will firmly close enterprises that cannot meet the country's minimum pollution emission standards," Zhang said.
The China Daily said that acceptable emission levels will be based upon "current environmental standards" and that firms that reduce emissions to within allowable levels will be permitted to store excess production for future use or trading with companies in violation of the emission standards.
