Jalpak, an affiliate of Japan Airlines System, set up the first solely foreign-funded travel agency in China with US$600,000 registered capital. The new agency will mainly bring Japanese tourists to China. Since July 2003, the Chinese government has allowed the establishment of foreign capital-controlled and solely foreign-funded travel agencies, four years earlier than the country committed to under WTO accession terms.
