Guangdong's Department of Land and Resources will seek provincial government ratification for proposed rules to compensate farmers directly for land requisitions rather than decisions pass through layers of bureaucracy, state media reported. "Guangdong will try out a real-name payment mechanism, under which land, crop compensation fees, and migration subsidies will be directly paid to farmers in person to avoid capital hold-outs in multi-layered allocations," the department said. There have been numerous riots associated with land seizures in Guangdong and failures to adequately compensate landholders in the last year.
