A statement by the Ministry of Education posted on the website of a Beijing university has sharply criticized non-governmental organization Oxfam Hong Kong for "seeking to infiltrate [China’s] interior," the Independent reported. "All education departments and institutions of higher education must raise their guard and together recognize and take precautions against the unfriendly intentions of Oxfam Hong Kong’s recruitment of college volunteers," said the statement, posted on the website of Minzu University of Beijing, a university designated for ethnic minorities. The director of Oxfam Hong Kong denied the NGO had attempted to challenge Beijing’s policies or laws. Oxfam’s board comprises both critics and supporters of Beijing’s policies, including Democratic Party member Lo Chi-kin, former justice secretary Elsie Leung and National People’s Congress member Bernard Chan.
