Morgan Stanley's Wang Qing on closing industrial factories

Wang Qing, chief economist for Greater China at Morgan Stanley, on the recently-announced government closures of industrial factories to meet energy-intensity targets:
"If [government officials] are going to meet their their target of reducing energy intensity 20% by year-end, they could shave 1.5% off industrial production growth."
