A new generation of leaders will address China for the first time at the National People’s Congress, which starts Tuesday. A political consultative meeting kicked off Sunday. Analysts will listen carefully for signs of reform in the speeches given by the new set of leaders, which will include new President Xi Jinping and Premier Li Keqiang. Many expect a slew of consolidations among ministries that would bring China’s extensive railroad-building body under the control of the Ministry of Transportation. The congress will also present the national budget, which will shed light on the spending sentiment of new leaders.
