Beijing will create an agency to oversee China's energy industry but is unlikely to establish a cabinet-level ministry of energy in the near future, to the dismay of critics who say more should be done for the sector, the China Daily reported. Many say, with energy being key to China's future, Beijing should establish a special ministry to coordinate its development and devise China's energy strategy.
