North Korea to disarm by year's end

North Korea will declare and disable its nuclear programs by year's end, and the details will be worked out during talks in China later this month, America's top negotiator on the issue said. Christopher Hill, the US Assistant Secretary of State, made the announcement in Geneva after two days of discussions with his North Korean counterpart Kim Kye-gwan, Reuters reported. The North Koreans will begin bilateral talks with Japan now that discussions with the US are over. The six-party talks, which involve both Koreas, China, Japan, Russia and the US, will then take place in Beijing in mid-September.
