The Ministry of Culture (MOC) banned Sweden-based Paradox Entertainment computer game Hearts of Iron for allegedly misrepresenting historical facts about China. The MOC said that the game violated mainland game and Internet service regulations. CD-ROM copies of the game will be confiscated and Internet cafes found offering it for download will be fined. The State Press and Publication Administration banned Norwegian-made computer game "Project IGI2: Covert Strike" in March and a US-made game in 2003, stating that the games projected a negative image of China. The MOC requires foreign online games to pass content examination before release into the Chinese market.
