The Ministry of Information Industry has pledged to leave local phone rates unchanged over the next few years. South China Morning Post said that the move was designed to sweeten the initial public offering of China Telecom Corporation. Its parent company China Telecom derives about 70% of its sales from services whose prices are fixed by the government.
